Job Description
Procurement People are currently partnered with a premier water utility provider to find a Conflict of Interest Compliance Manager to uphold the highest ethical standards across a multi-billion-pound infrastructure portfolio.
As the organization embarks on the most ambitious projects in its history, maintaining transparency and trust is critical. This role operates within a highly regulated environment and is responsible for identifying, managing, and mitigating potential conflicts of interest across employees, senior leaders, and a complex supply chain of contractors and consultants.
The ideal candidate will come from an infrastructure or major projects background, possessing the analytical rigour to assess complex situations and the communication skills to advise at the highest levels of the business.

Key Responsibilities:
- Developing and implementing robust Conflict of Interest (COI) policies across the infrastructure programme.
- Providing expert ethical and legal guidance to senior leadership and project stakeholders.
- Overseeing the COI disclosure process for both internal staff and external third-party suppliers.
- Conducting regular audits and investigations to ensure ongoing compliance and integrity.
- Designing and delivering training programmes to promote a culture of ethical conduct and risk awareness.
- Contributing to wider risk assessments to implement practical mitigation solutions for the business.
Key Experiences:
- Proven experience working within a major projects or infrastructure environment involving multiple tiers of contractors.
- Deep understanding of legal and regulatory frameworks related to ethics, COI, and corporate governance.
- Background in a highly regulated industry (Utilities, Energy, or Infrastructure preferred).
- Degree in Law, Business, Finance, or Procurement/Supply Chain.
- Professional certification such as CCEP (Compliance and Ethics) or CRCM (Regulatory Compliance).
- Strong stakeholder management skills with the ability to balance legal, ethical, and commercial considerations.

Package:
- Salary – £60,000 - £65,000 (Depending on experience)
- Pension – Double-matched contributions (up to 6%)
